8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Description

10. GRANTING A FIRE HYDRANT EASEMENT TO THE CITY OF NORTH PORT
Description

The City of North Port will soon construct Springhaven Drive for a few hundred feet from Price Boulevard southwest along the boundary of Heron Creek Middle School.  This easement will provide a permanent non-exclusive easement for the purpose of constructing, maintaining, and repairing a fire hydrant adjacent to the roadway.



Recommendation

That the School Board of Sarasota County grant a permanent fire hydrant easement to the City of North Port, as presented.

11. GRANTING A CONSTRUCTION EASEMENT TO THE CITY OF NORTH PORT
Description

The City of North Port will soon construct Springhaven Drive for a few hundred feet from Price Boulevard southwest along the boundary of Heron Creek Middle School.  This easement will provide a temporary non-exclusive construction and access easement to allow contractors to build the roadway.  City staff will also endeavor to decrease the impact of this project on traffic for Heron Creek Middle and North Port High Schools.



Recommendation

That the School Board of Sarasota County grant a construction easement to the City of North Port, as presented.

AGREEMENTS/CONTRACTS

12. APPROVAL OF AGREEMENTS BETWEEN SARASOTA FAMILY YMCA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA TO PROVIDE CHILD CARE SERVICES
Description
The Sarasota Family YMCA agrees to provide child care services in conformance with 65C-22, Florida Administrative Code, "Child Care Standards" at Ashton, Fruitville, Gocio, Gulf Gate, Oak Park, Phillippi Shores, Southside and Wilkinson.

Recommendation
That the agreements with Sarasota Family YMCA to provide child care services at Ashton, Fruitville, Gocio, Gulf Gate, Oak Park, Phillippi Shores, Southside and Wilkinson be approved as presented.

13. TENANT LEASE AGREEMENT BETWEEN THE CITY OF NORTH PORT AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The School Board of Sarasota, Florida, desires to be part of the Family Service Center whose mission is to collaboratively integrate private human service providers and governmental entities to provide a multitude of services to the North Port Community.  The City of North Port owns the building located at 6919 Outreach Way, North Port, Florida, and the School Board of Sarasota, Florida, is interested in leasing a portion of that property.

Recommendation
That the Tenant Lease Agreement between the School Board of Sarasota County and the City of North Port be approved.

14. EXCEPTIONAL STUDENT EDUCATION SPECIAL PROGRAMS AND PROCEDURES
Description
The district's Exceptional Student Education Special Policies and Procedures (SP&P) document was approved by the governing body for submission to the Florida Department of Education.  The school district shall implement the requirements of any statutes or State Board of Education rules affecting programs for exceptional students during the effective dates of 2009-10 through 2011-12.  The school district shall implement the requirements of the Individuals with Disabilities Education ACT (IDEA) and its implementing requirements at Section 300 of Title 34 of the Code of Federal Regulations.

Recommendation
That the Special Programs and Procedures, effective for the 2009-2010 through 2011-2012, be approved as presented.

15. APPROVAL OF AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND THE GIRL SCOUTS OF GULFCOAST FLORIDA
Description

This agreement delineates the relationship & responsibilities shared between School Board of Sarasota County & the Girls Scouts of the Gulf Coast, who will provide a mentoring program for girls currently attending AMIkids Infinity.



Recommendation
That the agreement between The School Board of Sarasota County and the Girl Scouts of the Gulf Coast be approved as presented.

16. APPROVAL OF THE DOOR OF OPPORTUNITY GRANT PROPOSAL TO THE WELLER ARTS EDUCATION PROGRAM FROM THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR BROOKSIDE MIDDLE SCHOOL
Description
COMPETITIVE: Grant funds of $4,130 will increase motivation of students to learn through the arts.

Recommendation
That the School Board of Sarasota County approve the Door of Opportunity grant proposal.

FIELD TRIPS

17. APPROVAL OF THE RIVERVIEW HIGH SCHOOL ORCHESTRA FIELD TRIP TO BOSTON, MASSACHUSETTS, ON MARCH 25, 2010 THROUGH APRIL 1, 2010
Description
This trip would be a chance to showcase our curriculum in a new setting and situation. Our performance would also work as a service to the Boston community. By attending a concert by the world class Boston Symphony, students would gain first-hand knowledge and influence of what it takes to perform our craft.

Recommendation
That the Riverview High School Orchestra field trip to Boston, Massachusetts, on March 25, 2010 through April 1, 2010, be approved.

EXPULSIONS

18. APPROVAL OF EXPULSION CASE NO. 09-169
Description
The student listed in Expulsion Case No. 09-169, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On December 3, 2008, the student listed in Case No. 09-169, violated School Board Policy 5.321, Possession of Weapons and Other Prohibited Articles.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 11, 2010. 

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-169, to expel the student referenced therein from the Sarasota County School, be approved effective immediately until January 11 of the 2009-2010 academic year.

FACILITIES

19. APPROVAL AND/OR RATIFICATION OF THE FACILITIES SERVICES CHANGE ORDER(S)
Description
The Facilities Services' Change Order(s) have been summarized on the enclosure for ease of review.  These change order(s) collectively total a reduction of $95,326.00 in contract amounts.

That the Facilities Services Change Order(s) be approved and/or ratified as presented.

CONSTRUCTION

20. APPROVAL OF NON-EXCLUSIVE UTILITY EASEMENT AT NORTH COUNTY TECHNICAL CENTER - PHASE IA/II BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND FLORIDA POWER & LIGHT COMPANY
Description
This easement will assign an easement for the construction, operation and maintenance of underground electric utility facilities (including wires, cables, conduits, and appurtenant equipment) to be installed from time to time; with the right to reconstruct, improve, add to, enlarge, change the voltage, as well as the size of and remove such facilities or any of them with an easement ten (10) feet in width.  This easement has been approved by the School Board attorney.

Recommendation
That the Non-Exclusive Utility Easement at North County Technical Center - Phase IA/II between the School Board of Sarasota County, Florida, and Florida Power & Light Company be approved as presented.

21. APPROVAL OF RANKING OF CERTIFIED AND QUALIFIED TESTING FIRMS FOR GEOTECHNICAL TESTING & MATERIALS TESTING, OR ANY PART THEREOF, AND THRESHOLD BUILDING INSPECTION SERVICES FOR A PERIOD OF THREE (3) YEARS
Description

The scope shall include geotechnical testing and materials testing, or any part thereof, and threshold building inspection services for the School Board of Sarasota County, Florida, for a period of three (3) years.  On 10/15/2009, the Professional Services Selection Committee (PSSC) met to select multiple qualified testing firms for this continuing contract.  The Committee has ranked them in accordance with School Board Policy #7.71.  The estimated cost for these services for the three-year period is $1,000,000.00.  Funds for these services are available through individual project accounts.



Recommendation
That the ranking of certified and qualified testing firms for Geotechnical Testing & Materials Testing, or any part thereof, and Threshold Building Inspection Services for a period of three (3) years be approved as presented and the Executive Director of Construction Services be authorized to attempt negotiations with the three (3) top-ranked firms.

22. APPROVAL OF ARCHITECT'S CONTRACT FOR THE BOOKER HIGH SCHOOL - REBUILD PROJECT
Description

The project's scope of work shall include design and construction administration services for the reconstruction of the Booker High School campus buildings and related site work.  On 10/20/2009 (Item #23), the School Board authorized negotiations with this company.  On 10/21/2009, the Executive Director of Construction Services and two (2) members of the Professional Services Selection Committee met with a representative of Harvard Jolly and successfully negotiated a contract.  This contract is for Schematic Design Phase only.  The remainder of the contract will be negotiated upon completion of this phase.  Additional services may be added upon completion of the Schematic Design Phase.  The amount of this contract is $541,000.00.  These contract documents have been approved by the School Board attorney and are available for review at the Construction Services Department.  The construction budget is approximately $45,000,000.00.  Funds for this project are available in the capital budget account.



Recommendation

That the architect's contract for the Booker High School - Rebuild project be approved as presented.



23. APPROVAL OF RANKING OF CONSTRUCTION MANAGERS FOR THE BOOKER HIGH SCHOOL - REBUILD PROJECT
Description
The project's scope of work shall include construction management services for reconstruction of the Booker High School campus buildings and related site work.  The project will be multi-phased.  On 10/23/2009, the Professional Services Selection Committee (PSSC) met to select a construction manager for this project.  The PSSC has ranked them in accordance with Board policy.  The preliminary project budget is approximately $45,000,000.00.  Funds for this project are available in the capital budget account.

Recommendation
That the ranking of construction managers for the Booker High School - Rebuild project be approved as presented and the Executive Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.
